Secular State: Solution or a Delusion?

Secular State: Solution or a Delusion?

A discourse on Secular Fundamentalism

Secularity, generally, stands for a way of life in which religious thinking, practice, and institutions lose their social significance. It should not be, though, confused with atheism because secularity does not stop a Christian, a Jew, or a Hindu from going to church, synagogue, or temple.

Secularity also implies substitution of traditional religious institutions, like the church, with a civil religion (Bellah, 1967). In the U.S. for example, traditionally marriage was performed in church, officiated by a cleric. The same function has been taken over by the City Hall, which verifies the blood group of the would-be bride & bridegroom and issues a marriage certificate. As an alternate way of life, secularity can be called a pseudo-religion or even a dogma, due to claiming ultimacy for the secular social reality. Secularity also stands for dualism in life.

It divides space and time into two distinct categories: secular and religious or holy. All that pertains to worship and devotion is lumped together under religion. And all that relates to trade, commerce, political struggle, human rights violation, art, and culture is defined as worldly or secular. This divide is inherent in some religious and epistemic traditions such as Christianity.

Islam does not call itself a religion or madhhab (the Arabic word used for religion). It does not separate between the so-called worldly or religious activities. Trade and commerce, farming, inventing a chemical or bio-medical cure for a problem and even fighting against violations of human rights of any people, are integral parts of din (the way of life). The uniqueness of Islam as din is the most commonly neglected aspect of Islam in the scholarly religious studies.

Islam is a kind of its own and deserves to be studied in its own right and not with a Eurocentric concept of it as an Asian religion.

Muslims as well as non-Muslims who are brought up in the Eurocentric paradigm of knowledge, based on their Eurocentric understanding of religion, first look at Islam as a religion and not as din. Then, in view of the European understanding of religion as dogma and theocracy, claim Islam should have nothing to do with the so-called secular society and state. They never realize that since their first premise is not correct, their conclusion cannot be right. This and some related confusions are the reason for this essay to emerge.

Another important factor that has contributed a lot to this confusion is the continuation of the colonial intellectual heritage among the Muslim elite. They have no idea how deeply they have been influenced due to over two hundred years of internalization of colonialism. They think and visualize with the mind of the former colonialist. Instead of applying tools of analysis, objective and critical thinking, they blindly follow the social constructs of their former political and economic exploiters.

The Algerian Muslim intellectual Bennabi (1905–1973) very appropriately calls this phenomenon colonizability, i.e., accepting wilfully or unconsciously the ways of the colonizers with pride. In Pakistan and several Muslim countries with a colonial historic baggage, the establishment, judiciary, and lawmakers, and intellectuals follow religiously the Eurocentric framework of thought, assuming no involvement of “religion” in politics, economics, and society.

Since Christianity as a religion is supposed to be a personal faith, they think Islam should also be no more than a personal faith; they assume Muslims, like their fellow Christians, may have one holy day for their rituals, while the rest of the days follow secular ways and social practices as prevalent in Europe  or America.

They are also convinced that one major reason for development in the West is its dualism of the religious and the secular. Religion to them means backwardness, rigidity and intolerance. Secularity they think brings enlightenment, progress and development.

The present essay is an attempt to first understand, as objectively as possible, the mind of the colonized elite or the neo-colonists, as Bennabi calls them. Second try to understand the nature of Islam as it is in the Qur’an and the Sunnah, and not as any Muslim or non-Muslim scholars look at it. Frequent reference is made to Eurocentric epistemology in a non-technical language. This is simply an intellectual dialogue and an exchange of understanding at a conceptual level. The author believes the difference of opinion is always a blessing.

The purpose of this discourse on “Secular State: Solution or a Delusion” is also to understand the dimensions of secularism as a pseudo-religion and a major source of tension and conflict between the neo-colonialist intellectuals and the masses. A reference is made to Pakistan in order to illustrate the concept of Pakistan as conceived by the founding fathers of the country. The author believes a healthy and dignified dialogue must continue between seekers of knowledge in order to achieve intellectual clarity and understand the impact of deep-rooted westernization and colonization on our culture, society, and political economy of Pakistan and several Muslim countries.

This essay in its initial stage was discussed with Professor Khurshid Ahmad (1932–2025), a great strategic thinker, economist, parliamentarian, and institution builder of the twenty-first-century Muslim world. He appreciated the idea and encouraged me to publish it. It is my honor to dedicate it to him because he was a mentor of a generation of young Muslim intellectuals.

I also appreciate the assistance and encouragement I received from my wife Anisa and my children Dr. Sumaiyah and Yasir in going through the manuscript and coming up with valuable suggestions. I thank Mr. Huzaifa and Mr. Mushtaq for typing and re-typing the manuscript. I am also grateful to Mr. Shahid Awan for his personal interest in undertaking the publication of this essay.

As One Lamp Lights Another

“As One Lamp Lights Another” is a collection of poems in English by some seven (7) descendants of Lady & Sir Sh. Abdul Qadir of Lahore, Punjab, to whom jointly it is most respectfully dedicated. Whether or not there be any discernible commonality in the contributions featured in this collection, they all spring from the same fountain or, if you prefer, they may all derive their light from the same “Lamp”. As Allama Iqbal wrote in his tribute to Sir Sh. Abdul Qadir:
شَمع کی طرح جَلیں بزم گَہِ عالَم میں
خود جلیں، دیدہِ اَغیار کو بِینا کَر دیں
“Sham’a kee tarah jalayn bazm-gahay aalam mayn
Khod jalayn, deedahay aghyaar ko beena kar dayn.”
Sir Sh. Abdul Qadir, Punjab’s leading patron of the Urdu language and literature of his time, founded Punjab’s first Urdu literary journal, the “Makhzan” (مخزن), providing a platform to several renowned Urdu littérateurs, including poets of the time (prominent, among others, Allama Iqbal, Hafeez Jallundhri, and Abdul Lateef Tapish), who acknowledged their indebtedness to that patronage.
Lady Abdul Qadir was a leading light in promoting the education of females and effectively inducting them into the society and economy of the Punjab — curiously, she, more than her husband, was responsible for the education of their (five sons and no daughters) family.
Unfortunately, all but lost is the bi-lingual poetry of Riaz Qadir, their fifth and youngest son, and the only first-generation poet in English among their descendants — the most prolific, and quite possibly the best. Regrettably, the poetry of his very talented late daughter Saadia Qadir is also lost to us. Consequently, the contributors in this collection are only 3 second-generation descendants (Basharat Qadir, Asghar Qadir and Khurram Qadir), 2 third-generation (Junaiyd Qadir and Raabia Qadir Zia) and 2 fourth-generation (Ghazal Qadir and Mekyle Ali Qadir). The contributions, however, are arranged in the reverse order, beginning with the youngest and concluding with the eldest.
Mekyle Ali Qadir, (fourth generation) born on the 14th October 2000, grandson of Asghar Qadir, is the youngest.
Ghazal Qadir, (fourth generation) born on the 2nd November 1997, shy self-effacing daughter of Junaiyd Qadir and grand-daughter of Basharat Qadir, is the younger of the only two female contributors.
Raabia Qadir Zia, (third generation) born on the 25th April 1982, the (only) daughter of Khurram Qadir, is the elder of the only two female contributors.
Junaiyd Qadir, (third generation) born on the 10th July 1975, son of Basharat Qadir, having tried his hand at various occupations, is currently a teacher by profession.
Khurram Qadir, (second generation) direct grandson of Lady & Sh. Sir Abdul Qadir, born on the 17th November 1950, also having tried his hand at various professions, settled down with a sense of belonging in the field of History, where, with his various publications he has attained international academic acclaim. He continues with his ground-breaking research in the field of History.
Asghar Qadir, (second generation) direct grandson of Lady & Sir Sh. Abdul Qadir, born on the 23rd July 1946, has a long and distinguished career with international renown in the fields of Mathematics and Physics, and has also dabbled in Economics at the highest level. He is our most cerebral contributor and has provided English translations of two of his own Urdu poems, together with a quatrain of his uncle Riaz Qadir, and a couplet of Zauq’s.
Basharat Qadir, (second generation) direct grandson of Lady & Sir Sh. Abdul Qadir, born on the 23rd October 1944, is a lawyer by profession, and is our oldest contributor. In addition to his original poetry, he has also contributed a few adaptations as well as some translations. Regrettably, some of the adaptations and most of the translations are fragments.
I am indebted to my sister Shirin Ikram for first stimulating my interest in English poetry, and to my former teacher T. Lloyd G. Mullen for developing and honing that interest. I am very deeply indebted to my father Manzur Qadir, for introducing me to Urdu and Persian poetry and poetics, and for whatever “understanding” thereof I may possess — however, I and I alone bear the entire responsibility for any and all my limitations and deficiencies in that “understanding”. My Adaptations and Translations, collectively, are dedicated in all humility and with the utmost respect, to my father — to whom I owe everything.
Finally, my thanks are due to all the contributors for providing their poetry for publication in this modest volume — and especially to my brother Asghar Qadir and my cousin Khurram Qadir, for their invaluable help with the process of editing and formatting the document, and the former for goading me on.
Basharat Qadir

A Reader’s Guide to Ibn Khaldun’s Muqaddimah

Written in the 14th century amid the solitude of a North African fortress, Ibn Khaldun’s Muqaddimah stands as one of the most original and far-reaching inquiries into the dynamics of human civilization.

Far more than a mere prologue to history, it probes the underlying forces that shape collective life, showing how societies rise through cohesion and justice, flourish through labor, learning, and sound governance, and decline through corruption, luxury, and moral decay.

‘A Reader’s Guide to Ibn Khaldun’s Muqaddimah’ offers a clear and thoughtful engagement with Ibn Khaldun’s abiding perception, illuminating the moral rhythms that govern the rise and fall of nations, economies, and cultures. In an age of rapid change and uncertainty, Ibn Khaldun’s insights continue to speak with lasting wisdom and urgency.

Red (Novel)

Something’s off in the city tonight.
Under the city lights, something waits in the dark. It’s in the alleys where the trash cans rattle and in the backseats of the parked cars. The lads are used to keeping secrets, and it seems so are the birds, but some secrets start to keep you. They pull you in, whispering about the things you thought you’d never do or the things you thought were just in your head. What you see in the shadows might not be just your imagination.
And be careful when you look— it might just stare back.

Iris Leghari: Life & Times in Pre-Partition

Iris Leghari
A first-hand account of an English woman’s experience of living in the Indian sub-continent.
Epidemics of various diseases broke out in the camps and hundreds died from them. One could smell the stench of dead bodies seven miles away. People used to ring me up at the house, to ask me to get in touch with the authorities and ask for more time to bury their dead. Needless to say, I hardly saw my husband during these terrible days.

Oxford, England. 1932
Iris Titherley, an English equestrian and horse trainer, meets Ata Mohammad Khan Leghari, an Indian student at Oxford University with a feudal background. They fall in love, marry and move to India where Ata joins the prestigious Indian Civil Service.
Iris, a foreigner in a faraway land, struggles at first to make sense of the culture and traditions in her adopted country but spends her time hunting bulls, riding into the hills and shooting with tribesmen. In time, she finds camaraderie with the locals and respect within the family.
Part-memoir, part-travelogue, Iris Leghari: Life and Times in Pre-Partition India and Pakistan is an account of an adventurous and fulfilling life, brimming with interesting observations, anecdotes, and pictures of travels through India, the Middle East and Europe. It is a rare and unique memoir, and a story of love, adventure and belonging.

Tareekh Jo Kho Gai

What Is to Be Done?

What Is to Be Done?

The civilization of Islam faces existential threat by modern industrial West. Despite many centuries of reform efforts, Muslim societies remain in disarray. This treatise analyses this dilemma in the light of evolution of human societies, rise of the West, and the catch up efforts made by five societies over the last three hundred years. While the analysis is in the context of civilization of Islam and Pakistan, the lessons drawn are universal, applicable to all traditional societies facing the challenges of modernity.

Mystics, Mosques and Masons of Pothohar

Mystics, Mosques and Masons of Pothohar

Many aspects of Pothohar’s culture, including Sufism and heritage, have not been discussed in detail. In this book, I have tried to enlighten the reader about the lesser-known shrines and saints that did not receive scholarly attention. This book introduces the reader to the history of Sufi saints of specific villages and towns who spread their respective silsila through their teachings. They built mosques from where they spread their teachings. They employed celebrated masons to construct the mosques, which reflects the mastery of the Pothohari masons over stone and woodwork.

Memories, Mystics and Monuments of Pothohar

Memories, Mystics and Monuments of Pothohar

Not much is written on the heritage of the Pothohar region in Punjab. Keeping this in mind, I travelled extensively in this region to recollect additional legacy of history to authenticate the hidden treasures of Pothohar. This region abounds in the heritage sites which I have been documenting since 2000. While documenting the cultural heritage of Pothohar, an idea struck my mind that there should be a series of books on the various aspects of the heritage, culture, religion and history of this region. I decided to venture out in search of a new literary horizon to investigate and compose a series of books on the history, culture, and heritage of Pothohar. The current book is the first in the series of ten books that I plan to write on the heritage of this region. I would like to inform my readers that before the publishing of this book, I have already written one book on Pothohar heritage titled “Reflections on the Pothohar Heritage.”

A Documentary History of Islamic Education

A Documentary History of Islamic Education in Pakistan (1947-70) Vol: 1

Leafing through the history of Pakistan since its inception in 1947, the demand for replacing the education system inherited from the Britiush with an Islamic system of education has been made by various social, religious and political quarters. In response, the successive governments in Pakistan established various commissions and committees to prepare guidelines for chalking out how Islamic education could be incorporated in the nation’s general education within the broader objectives of a “true Islamic society and the state.”……… A chronological approach adopted in these volumes would facilitate students and researchers to track down the historical evolution of the policy process as well as similarities and differences, if any, in the approaches of successive governments.

Hurriya – A Novel

Hurriya – A Novel

Hurriya is a typical Eastern lady; an embodiment of physical beauty with a strong character. She is empathetic. She sees her own reflection in every suffering woman of her society. But her father is the ‘real’ man. His uniqueness and point of demarcation is that he wants his daughters to stand shoulder to shoulder with men; with all the privileges: education, respect, and social status.

The story reaches its zenith when the ‘real’ man of attitude and character becomes miserable as he witnesses his dreams washed away by the tides of conformity.

Predicaments of Empowerment

The major aim in this book is to trace women’s experiences of empowerment in the Chitral valley in the north of Pakistan. My engagement with the narratives of the women informants focuses on empowerment as a continuous and intimate journey of personal change and self-awareness which involves constant negotiations and enduring pain.

The primary concern of this study is to gain an understanding of the complexities involved in the empowerment process by unravelling the many varied aspects of power dynamics in the day-to-day lives of ordinary women through their personal experiences. I argue that empowerment happens when individual women desire, struggle for and are able to bring substantial changes in relations of power at different levels in their lives. Yet, to do this they require the ability to identify their disadvantaged position within a particular social setting.

Necessary Clarification – A necessary clarification is needed before you read the main body of the book. Wherever I have criticized America, United Kingdom or other Western countries, it only implies to the governments in power in those countries and not the public at large. I understand that President George Bush narrowly won the elections indicating that a significant percentage of people in the US voted against him. For the ease of flow of writing, I have used the term US or UK or West and it purely implies the government of these countries and not the public. Author

Prisoner of Conscience: Badshah Khan

Prisoner of Conscience: Badshah Khan

Badshah Khan lived his whole life as in battle. Although he lived to a good old age, time neither dimmed his intellect, nor darkened his moral vision, nor did it slacken the ardour of his genius. In age, his speeches had in them all the energy and fire of youth. Even during the last phase of his life, he was fully abreast of his surroundings. No events or circumstances escaped his intelligent observation which was in harmony with the guiding sentiment of his life: ‘My country is the world, and all mankind are my country men’.

With him it was not race or colour but humanity that mattered. He was always firm and fearless, clear sighted and strong, quick to discern the right, eloquent and bold enough to defend it. In times of crisis he was a fountain of light and a tower of strength.

I was fortunate to have known Badshah Khan since the year 1964, while I was a student at Karachi. If anyone had told me that this simply dressed man will possess such an enduring impact on my life, I would have shaken my head in disbelief. Nevertheless, in reality, there has never been a moment in my life to lose faith in his greatness. For me, he is to be valued and loved; there is a wealth of images from his life that I associate with my time with him. I received my political initiation from him and worked closely under his guidance for many years. I regarded him as the chief apostle of the immediate and unconditional emancipation of all enslaved Pakhtuns. I shall never forget the feelings with which I went to hear this man. It was more than fifty years ago. In him there was no contradiction between what he said and what he acted upon. He had a countenance that portrayed firmness and benignity, a controlled temper and serenity of mind. Sweetness of spirit and a sublime intelligence was writ luminously on his countenance, as if by an angel! A million of human faces might be searched without finding one like his. In him I beheld the resurrection of the dead and buried hope of the long-enslaved Pashtuns.

As I now reminisce, he spoke not like an orator. There were no striking gestures, no fine flow of words, no dazzling rhetoric and no startling emphasis. His power as a speaker was the power which belongs only to the strength of character, earnest conviction and high moral purpose of a true reformer. It was not the utterance, but the man behind it that gave dignity, weight and effect to his speech. Though I was quite young when I first saw him, he appeared even then a venerable man. His part in the battle of life had been at the front. The serious work he was called upon to perform had left its traces on all. Popular displeasure and bitter persecution had poured upon him their fiercest wrath. He was taunted, ridiculed, caricatured, misrepresented and denounced by the vulgar, and treated with contempt and scorn by the rich and great. Yet there he stood, without bitterness, without hate, without violence in speech or act, in thought or wish, self-poised, erect and serene.

Now that this man has filled up the measure of his years, now that the leaf has fallen to the ground as all leaves must, we behold a great life come to an end, a great purpose achieved, a great career beautifully finished, and a great example of heroic endeavour nobly established. For our own good and the good of those who shall follow us.

The world has seen many heroes, some who have founded empires and some who have overthrown governments, some who have with their strong arms and broad swords hewed their way to power, fame, and fortune. There have been great kings, great generals, and great statesmen; but these great ones for the most part owed their greatness to circumstances rather than to themselves. It was not so with this great man whose memory we celebrate through this book. Let us try to emulate his virtues, and endeavour as he did, to leave the world freer, nobler, and better than we have found it. Let us cherish his memory as a precious inheritance.

India vs China: A review on the Aksai Chin

India vs China: A review on the Aksai Chin

India and China share a 4,057 km long border, which has never been officially demarcated or delaminated. The disputed region of Aksai Chin is situated along with this LAC. It is mostly a high altitude desert having few salt lakes situated from 4,800 meters to 5,500 meters above sea level. Stretched over an area of 37,244 sq km, Aksai Chin is almost unliveable at the elevation of 17,000 feet.

In 1865, W. H. Johnson, while drawing maps of the region, showed Aksai Chin in Kashmir region in his proposed ‘Johnson Line’. Critics believed that Johnson’s ambitions had motivated him to present this ‘absurd line’. Based on Johnson’s findings, the Maharaja of Kashmir claimed the additional 18,000 sq km. However, this line was never presented to the Chinese authorities for endorsement. After independence, the Indian government used the Johnson Line, including the Aksai Chin, as the foundation for his official claim on its western limits. However, uptill 1954, the maps of India did not show definite boundaries in the Aksai Chin region and they were described as “undermarcated.” In the wake of growing tensions, both countries fought a brief war in 1962 which culminated in the Chinese victory. After a 15 years diplomatic hiatus, India started its efforts to normalize its relations with China. Consequently, India and China held eight rounds of border discussions between 1981 and 1987, but nothing positive came out. However progress on economic front continued. Major improvement in the bilateral relations was seen in 2003, with the Indian Prime Minister Atal Bihari Vajpayee’s visit to China when China’s reorganized Indian sovereignty over Sikkim and India formally recognized Tibet as part of China. Besides, China agreed to allow border trade through Sikkim.

New warmth between Sino-Indian relations has been witnessed with Narendra Modi’s swearing in as the India’s 15th Prime Minister in May 2014. The Chinese Premier became the first major global leader to call Modi and wished to establish robust partnership with his government. Later, both sides agreed to boast ‘pragmatic cooperation’ and blend the China’s “March West” and India’s “Look Eastward” policies. It seems that in the foreseeable future, both countries would enhance their economic cooperation and bilateral trade, without any compromise on their respective positions on the long standing border issue.

Bank Interest and Islam – Revisiting the classical approach

Bank Interest and Islam

Contrary to these scholars’ reasoning, this book takes a different position basing on the context of Qur’an and reached the conclusion that riba is not mere the excess on any loan, rather it is excess on the loans extended to the destitute and needy persons. Bank’s interest is completely different from the Qur’anic riba which is prohibited. It represents a complete paradigm shift from the orthodox and popular view of bank interest. It establishes why bank interest cannot be categorized under riba, which is fervently outlawed and condemned by the Holy Qur’an.
